Question for the Medical Profession


Friends and Family that work in the medical field, I have a question: Several Doctor's offices ( of various specialties ) have put us through an interview process: taking insurance information, personal information, health information, etc..., then have said they'd talk to the Doctor to decide if they'd take us on as patients, and if so, they'd call back to make an appointment?
Can you please explain to me what is going on?
Do those in the medical field realize what kind of signal you are sending to patients ( ie.: customers )?
Is this only happening in Florida? Is this because of specific insurances ( such as Medicare )? Is this because certain patients look to be more work?
I'd really like to understand this.
